Seven out of every ten households have realized their dream of owning a house
In a written reply from the Congress, the Ministry of Housing and Local Government quoted the "2022 Basic Facilities Survey Report" of the Bureau of Statistics, pointing out that the housing ownership rate in my country is as high as 76.5% (6.04 million households), which is equivalent to at least seven of every ten households in China own their own houses; the remaining 23.5% (1.86 million households) use renting or living in dormitories to solve housing problems.
According to relevant reports, Newsgraphy further understands the housing ownership rates of each income class, showing that the housing ownership rates of B40 and M40 households across the country are 74%, but there is an uneven situation in each state. Among them, in Selangor, the most economically developed, the homeownership rate of M40 families is 71%, but only 55% of B40 families own their own houses; while in the capital Kuala Lumpur, the homeownership rate of B40 families is less than 40%.
In Putrajaya, most B40 and M40 groups live in dormitories. This special proportion reflects the local population structure, which means that civil servants are the majority, and Putrajaya also has multiple government dormitories for civil servants to live in.
In a written reply, the Ministry of Real Estate stated that in order to solve the housing ownership problem of the B40 group, the government launched the "rental first and then buy" (RTO) plan for people's HDB units in 2017, allowing some low-income groups that have obtained people's HDB units but failed to obtain bank housing loans to achieve the housing ownership goal through simple financing plans.
"This program allows the B40s to rent a home for a specific period of time and then have the option to buy the home in question."
There are 19 HDB flats in China that have implemented the "rental first and buy" plan, covering 7,234 units. As of December 31, 2024, a total of 6,362 families across the country have been allocated housing units under this plan, located in Kedah, Kelantan, Penang, Negeri Sembilan, Selangor and Kuala Lumpur.
The authorities are interested in improving and expanding the “renting first, buying” program and are currently discussing with stakeholders such as state governments and financial institutions to ensure that more low-income groups can own affordable and quality homes.
Four new government clinics are overloaded
The Ministry of Health revealed in a written reply to Congress that as of February 2025, there were 1,100 government clinics nationwide, and they were divided into seven categories, depending on the workload of medical staff and the average daily number of consultations, from the largest category one (average daily exceeds 800 patients) to the smallest category seven (average daily less than 50 patients).
Among them, nearly half of the government clinics (547) receive an average of 150 or less patients per day, and another 73 clinics serve more than 800 patients per day.
Since 1999, the authorities have built 221 modern clinics in accordance with new standards to meet population needs.
However, according to statistics from the Ministry of Health, the average daily visits in more than 41% of clinics have exceeded the design capacity, among which the third-class clinic (the design capacity is 300 to 500 people per day) are the most serious. 67 clinics are operating overload, which means that these clinics actually bear higher workloads than the original design level.
The Ministry of Health has not specified the locations of these overloaded government clinics.
In order to improve people's livelihood medical services, the Ministry of Health formulated the "2023-2045 Health Facilities Master Plan", and planned the construction needs of new medical facilities based on population size, workload of existing clinics, and distance between clinics.
This plan proposes three major measures:
1. Replace old clinics and eliminate facilities that are no longer suitable for the needs of modern medical services;
2. Add new buildings to clinics with good conditions and room for expansion;
3. Build new clinics in areas with scarce medical resources.
Anhua served as prime minister in 27 months and visited 31 countries
In a written reply from the Prime Minister's Office (Federal Territory Affairs), Minister Zaliha, said that since Prime Minister Anwar took office in November 2022, he has traveled to 31 countries for official visits and trade and investment inspection itineraries.
The minister stressed that the Prime Minister's overseas official visit will help my country strengthen diplomatic relations with relevant countries and expand bilateral cooperation, and attract potential foreign capital to invest in my country to promote national economic growth and thus create more employment opportunities for Chinese people.
In 2024 alone, the Ministry of Investment, Trade and Industry and relevant institutions have conducted 16 trade and investment inspections, of which 15 were led by the Prime Minister personally to attract investment.
“Last year’s major investment commitments focused on the electrical and electronics (semiconductors), chemicals (petrochemicals and chemical products) and digital economy (data centers) industries.”
The Minister revealed that the official visits and trade and investment inspection itinerary since November 2022 have received potential investment of RM115.560 billion for my country.
In addition to economic goals, the Prime Minister's overseas visit also focuses on regional cooperation, including discussing border divisions, security cooperation, and combating transnational threats such as smuggling and terrorism with neighboring countries to safeguard our country's sovereignty and strengthen defense cooperation.
In addition, during these visits, the Prime Minister actively expressed our position on global humanitarian issues, especially the Palestinian crisis and the Rohingya refugee situation, and called on all parties to abide by international law and take more powerful actions.
